Special Agent Hector Hernandez, has been with the US Secret Service for 17 years and is currently assigned as the Assistant Special Agent in Charge in the Recruitment Program, Human Resources and Training Division, Washington, D.C. The Recruitment Program is tasked with recruiting for Special Agent, Uniformed Division officers and Administrative, Professional and Technical positions. This is accomplished by recruiting highly qualified, talented and ambitious people with diverse backgrounds. The Recruitment Program also focuses on recruiting military veterans and persons with disabilities. SA Hector Hernandez has been an active member of HAPCOA for five years, and currently serves as the President on the executive board.

Special Agent Philip A. “Tony” Cox currently serves as the Deputy Assistant Director for the Naval Criminal Investigative Service (NCIS), Protective Operations Department. Special Agent Cox’s law enforcement career began with his employment as a police officer with the City of Norfolk (VA) where he served for seven years. Special Agent Cox joined the ranks of NCIS in 1989 in Norfolk, VA. In 2004, Special Agent Cox was promoted to the position of Personal Security Advisor (PSA) to the Secretary of the Navy, the Honorable Gordon England. Special Agent Cox served admirably in the PSA position for one year and was then promoted to Division Chief, NCIS Protective Operations Department. From November 2006 to April 2007, Special Agent Cox deployed in the capacity of Operations Chief to the Strategic Counterintelligence Director (SCID), Baghdad, Iraq. Upon his return he was promoted to his current position.

Captain Joaquin J. Herran, is a 31-year veteran of the Los Angeles County Sheriff’s Department and holds the rank of Captain. Joaquin has been a member of the Los Angeles County Chapter of HAPCOA since 1990 and has sat as a Local Board Member for several years, presently as the LA Chapter’s secretary. Joaquin’s career with the Sheriff’s Department began in October of 1976 when he attended the Training Academy. As a Sergeant, he worked Temple Station, Custody Division Headquarters, and Sheriffs Headquarters Bureau. As a Lieutenant, he was assigned to the North County Correctional Facility, Custody Division Headquarters, the Kolts Response Task Force, the Twin Towers Correctional Facility Project, East Los Angeles Station, Communications and Fleet Management Bureau, Employee Relations and LASD2. Joaquin is a Graduate of the FBI National Academy (Class 209). In addition, he received an Associate of Science Degree in Police Science/Criminology from Los Angeles Community College in 1972, and a Bachelor of Arts Degree in Business Administration from California State University-Northridge in 1982. He has also received a Master of Arts Degree in Organizational Leadership from Woodbury University in 2006.

Colonel Sarah L. Garcia is the commander of the 6th Field Investigations Region, Hickam Air Force Base, Hawaii. She commands 15 subordinate units, which provide specialized criminal, fraud, and counterintelligence support to commanders throughout the Pacific. She earned a Bachelor's Degree in Biology Pre-Medicine from Angelo State University, San Angelo, Texas, in 1984, was commissioned through Reserve Officer Training Corps, and selected as a Distinguished Graduate. She earned a Master's Degree in Human Resource Management from Troy State University. Colonel Garcia most recently commanded the 24th Expeditionary Field Investigations Squadron at Al Udeid Air Base, Qatar, where she was responsible for AFOSI investigative counterintelligence and counterterrorism efforts in support of Operations ENDURING and IRAQI FREEDOM, and commanded 150+ personnel in 10 countries in Central and Southwest Asia.
4th Vice President: Paul J. Chapa


In July 2009, Mr. Paul J. Chapa was selected to serve as Director/Chief of Police of the Trinity University Police Department in San Antonio, Texas. In this position, Chief Chapa provides leadership to multiple areas of the organization to include police and security operations, parking services and serves as a member of the university’s crisis management team.

A native of San Antonio, Texas, Chief Chapa holds a Bachelors Degree from Wayland Baptist University and a Masters Degree from Texas State University. Chief Chapa holds a Graduate Certificate in Professional Ethics from Texas State University and is a graduate from the FBI National Academy, Session 220.

Special Agent Zinnia P. James is the Operations Officer for the Air Force Office of Special Investigations, 7th Field Investigations Squadron, Andrews AFB, MD. AFOSI 7 FIS provides specialized criminal, fraud, and counterintelligence operations and investigations to enable the Air Force District of Washington (AFDW) and National Capitol Region Host Wings, Defense Agencies, and tenants to execute their respective missions. SA James was commissioned into the United States Air Force on 11 May 2002, shortly after graduating with General Honors and as a Distinguished Graduate from the Air Force Reserve Officer Training Corps at the University of Miami, Coral Gables, FL. SA James graduated from the United States Air Force Special Investigations Academy in September 2002. In 2005, SA James deployed in support of Operation Iraqi Freedom with the Strategic Counterintelligence Directorate, Multi-National Forces-Iraq, Baghdad, Iraq, where she participated in numerous counterintelligence missions in hostile areas of Baghdad.

Chief Inspector Arias has served in a number of supervisory and manager roles during his 20 years as a Deputy US Marshal. Prior to his current assignment he was a Senior Inspector assigned to the Judicial Security Division, Office of Protective Operations. In May 1988, he began his career in the Western District of Texas, San Antonio. While assigned to that district, he also served in the Midland, and Del Rio, TX offices. In 1993, he transferred to the Northern District of Texas and worked in the Amarillo and Lubbock offices. In May of 1997, Mr. Arias was promoted to Supervisory Deputy US Marshal for the Sherman and Texarkana divisions of the Eastern District of Texas. In 2000, he was transferred to the Beaumont division and served periodically as the Acting Chief Deputy US Marshal for the district. In November of 2002, he returned to San Antonio as the first Judicial Security Inspector for the Western District of Texas. He served in that capacity until December 2007. At that time, he transferred to the United States Marshals Service HQ, Judicial Security Division, Washington, DC. Mr. Arias is a graduate of St. Mary’s University of San Antonio, Texas, with a Bachelor of Arts degree in Political Science, and a Master of Science degree in Public and Institutional Administration.

Deputy Chief (Retired) Lee Roy Villareal has served for 38 years with the Bexar County Sheriff’s Office, serving the citizens of San Antonio, Bexar County Texas, in all aspects of law enforcement. Mr. Villareal has been an active member of HAPCOA since 2001. He now serves on the HAPCOA executive board as National Treasurer and Executive Director. He has been instrumental in the Madrina/Padrino and Closing the Gap projects with the National Highway Traffic Safety Administration (NHTSA) and the Department of Justice (COPS) managing over one million dollars in grant money and an office staff in the Washington, DC area. He is heavily involved in the planning and execution of the HAPCOA annual conference.

Assistant Chief James A. Piña is a 32 year veteran of the Phoenix Police Department, currently assigned to manage the Professional Standards Division comprised of two major units. The Investigations Unit oversees all misconduct investigations, police involved shootings, in-custody deaths, and driving investigations involving injury to citizens. The Inspections Unit conducts internal audits and reports for the Department and supervises the Mayor's Security Detail. The Division includes responsibility for two bureaus consisting of Employment Services, who hire all sworn and civilian employees, plus the Training Bureau, who train new recruits and provide advanced in-service instruction to the 3,200 sworn officers of the Phoenix Police Department.
